Description of business unit

Group Procurement is a Bank of Ireland Group-wide function that provides Category Management, Strategic Sourcing, Supplier Relationship Management and Supplier Due Diligence support to all Divisions and Business Units. Key areas of focus are IT & Telecoms, Professional Fees, Business Process Outsourcing, Property & Facilities and Marketing. The function is part of Group Services and is based in Dublin

Purpose of the Role

The primary objective of the Category Manager is to maximize the potential procurement cost savings by:

  • Developing, championing, and ensuring implementation of ideas that will optimize total cost of ownership year-over-year for assigned spend categories according to Group guidelines.
  • Engaging with the Business Divisions to identify sourcing projects to maximise costs savings for the Group.
  • Engaging with key business stakeholders on individual assignments with third parties to minimise the cost of the respective services to the Bank.
  • Developing sourcing strategies that will drive an annual sourcing plan aligned to the Business plan

Key Accountabilities

The Category Manager will lead end-to-end sourcing activities to implement supplier contracts, including:

  • Establishment of a Cross-Functional Sourcing Team, including key stakeholders, to participate in the end to end sourcing process;
  • Develop and implement category strategies and establish and maintain strategic relationships with suppliers and internal stakeholders to ensure successful implementation and support.
  • Confirmation of business requirements for the category or sourcing event;
  • Execution of tendering processes as required
  • Complete TCO analysis
  • Development of sourcing strategies
  • Negotiation and completion of contracts;
  • Selection, in conjunction with the relevant Business Unit/Division, authorisation and approval of Bank of Ireland Group suppliers

  • Work on Transformation programmes for example M&T, HR, CBSP & NIAC

The BOI Group Procurement Team (Winners of the National Procurement Award for People Development) is looking for an experienced, self motivated IT Category Manager to complement the IT Category Team. The individual will require having minimum of 5-7 experience in IT procurement and having experience in negotiating large outsourcing IT contracts in a complex matrix environment.

Essential Qualifications

Degree in Business or equivalent working experience.

Essential Skills & Experience

  • Deep expertise and knowledge of IT spend (IT Telecoms, Infrastructure, Professional Fees and related services, Software, Support and maintenance) including relevant knowledge of the sourcing techniques, commercial scenarios, the market place, best practices and emerging trends.
  • Strong understanding and experience of procurement and supplier management practices, at both strategic and operational level.
  • Extensive and proven analytical and negotiation skills.
  • Strong understanding of cost analysis and ability to complete and understand TCO
  • Advanced commercial acumen and ability to understand and realise the Group's procurement objectives at a strategic level.
  • Strong interpersonal and relationship-building skills. Must have an ability to develop and sustain relationships among supplier community.
  • Remain current with market trends through relationships with suppliers and market experts; identify and communicate new technologies and solutions to key problems in the assigned spend areas
  • Results Orientation
  • Comfort/familiarity with constructing presentations, organisation communications, and business cases
  • Self-starter and independent worker
  • Strong leadership skills

Desirable Qualifications, Skills & Experience

  • Procurement/Supply Chain qualification
  • Experience working in a fast paced environment; working on complex agreements desirable.
