Division Description

Group Governance & Regulatory oversees and manages regulatory risk and relationships, compliance and operational risk, and analysis of overall risk at the Group level. It includes Group Regulatory Compliance and Operational Risk, Group Internal Audit, Group Legal Services and Group Secretariat.

Description of business unit

The Group Regulatory Compliance Mandate, in (a) setting out Group Compliance and Regulatory Risk`s (GCRR) role and remit with regard to performing a second line of defence in enabling compliance with Regulatory Obligations deriving from the Group`s regulated status; and (b) setting and assessing adherence to standards in respect of Regulatory Risk (which comprises Regulatory Compliance Risk and Regulatory Change Risk management) critically relies on the identification, compilation, maintenance and sustainment of Compliance Universes and consequent risk-rated Regulatory Obligations Repositories for the Group. These are key foundations for enabling the Group Regulatory Compliance Mandate.

Purpose of the Role

In this newly created position, the Compliance Enablement Manager is intrinsic in maintaining the currency of these existingUniverses andleading the expansion of these Universes to the remainder of the Group. This team also plays a critical role in the identification, maintenance and sustainment of the Regulatory Obligations Register. The identification and implementation of suitable `Reg Tech` solutions to support these Universes and Obligations Registers is also an important element of these roles.

Key Responsibilities

  • Development and maintenance of Regulatory Compliance Universe and Regulatory Obligations Repository for the Group.
  • Development and management of appropriate Reporting and MI.
  • Determination of the most appropriate technology to support the maintenance of the Universe and Obligations and meeting MI and reporting requirements.

Regulatory Compliance Universe(s):

  • A Compliance Universe contains directly (and indirectly) applicable legislation, regulation, codes and guidance ("Regulation") issued by local and European legislators and Regulatory Authorities with which regulated entities must comply as a condition of their regulated status as financial institutions.

This role involves:

  • Co-ordinating the definition, development and maintenance of a Regulatory Compliance Universe;
  • Working with the Compliance SMEs and other stakeholders to ensure all relevant Regulatory Obligations are identified and assessed for applicability to the Group.
  • Designing and implementing a process for ensuring that the Compliance Universe is complete, accurate and maintained up-to-date.

Regulatory Obligations Repository

  • Associated with the Compliance Universe is a Register which includes the Regulatory Obligations arising from the applicable legislation, regulation, codes and guidance with which the entity must comply. The register provides the basis for analysing compliance obligations and defines the priorities for independent compliance monitoring.

This role involves:

  • The creation, implementation and maintenance of the Regulatory Obligations Repository including developing and embedding a process and related controls for its ongoing management.
  • Supporting the Compliance SME functions to ensure that:
  • all impacted first line of defence are identified for all applicable Regulatory Obligations; and
  • the first line of defence understands their role in ensuring controls are owned, designed, implemented and operated to effectively mitigate the inherent risks relating to applicable Regulatory Obligations.
  • applicable Regulatory Obligations are risk assessed on an inherent basis;
  • Reporting and MI:
  • Providing timely accurate management information reports in relation to the development and ongoing management of the GCRR Compliance Universe and the Regulatory Obligations Repository.
  • Determination of the most appropriate technology to support the maintenance of the Universe and Obligations:

This role will also work with various stakeholders in terms of assessing, determining and implementing the most appropriate technology solution for the maintenance of the Universes, Obligations Repository and meeting stakeholder reporting and MI requirements.

Essential Qualifications

Third level qualification in aRisk / Compliance / Financial / Business discipline.

Essential Skills & Experience

A knowledge of and familiarity with Databases. While not looking for a programmer, someone experienced managing and owning large data sets would be a benefit.

Planning and organisational skills and ability to lead and participate in a number of projects in dynamic environments

Strong communication skills and the ability to interact with mutliplebusiness units, formingstrong relationships with key staff members.

Good presentationcapabilityand an ability to solve problems and make decisions.

Advanced MS skills including (but not limited) to MS Access, MS Excel to facilitate data gathering, interrogation and maintenance.
