Description of business unit:

The Cards Change Delivery Unit operates under the Group Technology & Customer Services Division. Our objective is to lead all Cards related change, aligned to the Bank Delivery Methodology, in an efficient and proficient manner. Our ambition is to deliver flexible, scalable and customer focussed solutions that enable our customers, colleagues and communities to thrive

Purpose of the Role:

The purpose of the Credit Card Delivery Lead - Cards Change Delivery role is to support the Payments and Cards Change Delivery Director and the Cards Change Delivery Program Manager in demand management, project set-up and delivery across the Cards Change portfolio, risk management and the interdependencies between these elements.

The Credit Card Delivery Lead - Cards Change Delivery is responsible for the delivery of major change programmes, from initiation to closure, to meet defined business and technical objectives within agreed time, cost and quality standards. The candidate will be responsible for leading a team of Project Managers, Business Analysts, Designers, Developers, Testers and Systems Analysts.

Key Accountabilities:

Governance Monitoring and Control

  • Build and maintain an appropriate programme governance structure and effective communication processes
  • Ensure an appropriate programme management framework is in place, setting out the reporting, control and rise mechanisms
  • Lead programme issues, risks, dependencies and change control within agreed processes to ensure delivery of programme results within the agreed programme scope
  • Ensure that the Bank of Ireland investment approval and review process is followed and be responsive to the recommendations of any health check /programme reviews
  • Lead the programme budget on behalf of the Executive Sponsor, monitoring and reporting the costs against the delivered and realised benefits

Programme Initiation

  • Confirm the scope of a proposed programme, and clearly define the objectives of the programme
  • Ensure the required allocation of resources, skills and expertise is secured from across the Group and third party domains, for the programme (and its constituent work streams or projects)

Programme Execution and Delivery

  • Plan the programme and monitor its overall progress, resolving issues, initiating corrective action as appropriate and referring major issues upwards to the Cards Change Delivery Program Manager as necessary
  • Lead the operational activities of vendors, where appropriate i.e. providing mentorship, checking invoices, internal cross charging and confirming / signing-off deliverables
  • Lead both the dependencies and the interfaces between constituent projects and work streams
  • Build an effective relationship with relevant partners to coordinate delivery of the technical solution(s)
  • Lead programme deliverables and ensure that all programme deliverables are to the appropriate levels of quality, on time and within budget, in accordance with the programme plan
  • Be responsible for the Quality Assurance and the overall integrity of the programme and specialist standards as appropriate
  • Ensure that solutions are ready to be transitioned to the production environment, involving Technology Services throughout the programme to lead service design and the release of any changes into the production environment

Management Support

  • Live and support Group culture, values and behaviours
  • Positive and proactive participation within the team and active collaboration with colleagues across IT@BoI, Group Manufacturing and Group as appropriate

This job can be done anywhere in Republic of Ireland with the primary office location as Dublin to which travel will be required for in person collaboration. Exact frequency to be agreed with manager.

Essential Experience:

  • 10+ years experience of delivering change projects
  • Delivery of regulatory and compliance projects within the financial services industry
  • Knowledge and experience of the Debit Cards environment
  • Proven track record in delivering complex, million euro programmes in a timely way with an understanding of time management concepts i.e. critical path, etc. evidence of results achieved and sponsor feedback
  • In-depth knowledge of financial services
  • Proven track record to engage with, and leverage, the Bank's strategic partners to deliver on our team's priorities
  • Effective knowledge of programme/ project processes, software development cycle, Bank technical architecture, development, compliance, regulatory and implementation standards

Desirable Qualifications, Skills & Experience:

  • Prince 2, PMP or similar
