Description of the business unit:

The Group Technology & Customer Solutions division provides Technology Services & Solutions, IT Change, Payments and other services to the Bank of Ireland Group, through internal capability as well as management of external vendors and outsourcing partners.

Purpose of the Role:

The purpose of this role is to ensure the delivery of high quality, integrated technology solutions to Transformation & Change and ultimately the BoI Business

Key Accountabilities:

  • Receive demand profiles from Transformation & Change and manage the supply of IT delivery capabilities through the project lifecycle
  • Deliver high quality IT work packages (to time and cost) into Transformation & Change using the optimum 3rd party supplier mix
  • Work with the Head of IT Architecture to plan and mobilise Technical Architects for initial lifecycle support in solution definition and high-level design
  • Define the BoI Test capability strategy and roadmap including methods and tools
  • Set up and manage Build, Test and Environment Management services through 3rd party service providers
  • Works with Transformation & Change, Run and 3rd Parties , owns the technical release of projects
  • Work with IT Technology Services to develop integrated end to end Build and Run models which provide greater efficiency and reduce cost and risk
  • Work with IT Vendor Management to agree the contracting and commercial models with IT delivery 3rd parties and to measure and track vendor performance€
  • Manage the office of the CIO, working with the CIO Leadership team to provide strategic advice, manage cross function relationships and contributing to BoI IT Strategy
  • Support engagement with the Regulator
  • Ensure the quality production of technical specifications/deliverables in accordance with defined methodologies, processes and tools
  • Define and deliver BoI environment management roadmap including methods and tools
  • Manage technical work package scope, status, tracking and reporting across IT delivery, engaging with the end to end (Transformation & Change) Project Manager
  • Lead the Technical project management competency as part of the wider PM competency (led from Transformation & Change)
  • Ensure effective and timely knowledge transfer into BAU.

Essential Qualifications:

    • Over 10+ years in IT
    • Degree Qualified
    • Experience driving process change and process improvement.
    • Strong background in IT day-to-day IT management combined with defining and implementing strategy - covering Project Management, Infrastructure, Applications, Cloud Services, Data and IT Operations etc
    • Excellent people management and vendor relationship management skills.
    • Strong relationship management, influencing, listening and communications skills

Essential Skills and Experience:

Managing large IT development functions in a complex Business environment, including leading and influencing substantial numbers of non-direct reports and 3rd party suppliers

  • Deep understanding of IT Industry best practice - Programme/Project Management, Systems Development Lifecycle and Service provision
  • A range of delivery models including Agile and DevOps
  • People Management - leadership and management skills, influencing and relationship building.
  • Stakeholder Management - Effective management of internal and external stakeholder interests across a complex organisational structure, including partnerships.
  • Supplier Management - integration of suppliers in the end to end IT delivery process
  • Risk management - understanding of the delivery risks faced by IT delivery and the controls in place to manage & mitigate these risks.
  • Managing multi-disciplinary teams, including many specialists in a matrix managed organisation structure
  • Leading IT transformation programmes, of high complexity and strategic importance.
  • Leadership excellence, combined with highly tuned interpersonal, influencing and communication skills.
  • Credibility and confidence working at most senior levels in the organisation; including C-suite executives
