Purpose of the role:

The Head of Application Development is accountable for the delivery of all application build within their respective domain;

  • Defines and matures the application development operating model, increasing efficiency, reducing costs and providing certainty of outcome
  • Manages the controlled process of on boarding scope, validating business requirements and the respective budgets with Group Change
  • Leads the assessment, design and mobilisation of a number of future application factories where the strategic demand and business case warrant investment
  • Ensures the delivery model is aligned to enterprise standards
  • Ensures the delivery of high quality, integrated solutions (to time and cost) to the Change function and ultimately the BoI Business.

Key responsibilities:

Operating Model and Processes

  • Owns the design, implementation and maturing of the application delivery operating model with respect to structures, roles, process and sourcing
  • Defines the strategy and roadmap for further application development factories whilst managing the continued delivery of more traditional models in parallel
  • Works with IT Technology colleagues to develop integrated build and run models which increase efficiency and reduce cost

Application & Integration Delivery Lifecycle

  • Is accountable for the provision of application development services into the Group Change function, either driven through business need, or as part of technical currency portfolio management
  • Works with IT vendor managementto agreethe contracting and commercial models to ensure the correct commercial and operational models are in place with partners in support of application and integration change delivery
  • Accountable for agreeing and managing the execution of the application change roadmap for the applicable technology domain
  • Works with the Head of IT Engineering Engagement & the Change Delivery Programme Management Office for supplier resource on boarding
  • Manages a team of supplier owned technical portfolios
  • Works closely with the IT Architecture team to define and implement application development tooling strategies
  • Owns and manages the overall application build plan and manages 3rdparty suppliers on scheduling and prioritisation in support of that plan
  • Manages 3rdparty supplier delivery against the build plan (time, cost and quality)
  • Works with all parties to ensure that the respective application development/system test environments and code migration capabilities are in place to support the build plan
  • Works with 3rdparties to produce configuration rationale and Blueprint documents for all relevant change
  • Works with 3rdparties and the Bank's Solution Design colleagues to produce functional and technical specifications for all application development and integration services delivery work
  • Ensures that all parties update all technical documentation to reflect changes being made
  • Manages technical scope through project change requests for all active delivery projects and programmes
  • Ensures that all parties manage code creation, following agreed and defined standards and approaches
  • Works closely with the Head of Test and Environment Management to ensure that testing resources and capabilities are in place to support the build plan
  • Ensures that all parties conduct configuration unit tests & system tests in support of the agreed quality standard (to be aligned with wider test strategy)
  • Ensures that all parties manage code transport through environments via BoI processes and governance
  • Manages the transfer of development work from build to formal testing including the production of exit reports to begin UAT
  • Works closely with all development partners on defect resolution during development, testing and any intensive care/"warranty" period
  • Manages the triage of defects to review severity and priority
  • Ensures that all application and integration partners support all deliveries through intensive care/"warranty" period in live operation

Management Accountability

  • Works with the IT risk function to ensure risks are defined, managed and governed in line with BoI methodology and processes
  • Works with the Head of Test & Environment Management to define strategies, roadmaps, methods and tooling
  • Works withIT Vendor Managementfunction to agree the contracting and commercial models with strategic partners including the measures and performancetracking
  • Supports the Technical project management competency as part of the wider Project Management competency (led by Group Change)

Key Requirements:

  • Technical experience within the SDLC including (on-premise and cloud) including; management of development teams, development tools (packages and SaaS), code management and environment services
  • Management experience of the SDLC, within a complex business environment, including leading and influencing substantial numbers of non-direct reports and multiple 3rdparty suppliers
  • Deep understanding of IT Industry best practice - Programme/Project Management, Systems Development Lifecycle and Service provision
  • Practical experience of a range of delivery models including Agile and DevOps
  • People Management - leadership and management skills, influencing and relationship building
  • Stakeholder Management - effective management of internal and external stakeholder interests across a complex organisational structure, including partnerships
  • Supplier Management - integration of suppliers in the delivery of integrated test solutions
  • Risk management - understanding of the delivery risks faced by IT delivery and the controls in place to manage & mitigate these risks
  • Credibility and confidence working at senior levels in the organisation, including C-suite executives
