The Head of PMO Delivery:

  • Is accountable for driving delivery governance, reporting and assurance across the Transformation and Change Portfolio
  • Leads the development and maturing of the Banks Integrated Planning function
  • Owns the Change methodology and supporting tooling
  • Is accountable for providing a number of critical services into the Portfolios;

  • Quality Control - Mandating the programme artefacts and independently assessing their quality at governance gateways
  • Quality Assurance -Manage the process to track significant programme deviation and oversea the intervention and recovery process with the Portfolio Directors
  • Estimation - works with supporting functions to manage the process of generating and assuring programme delivery estimates.
  • Resource Management - works with the Portfolio Directors to assimilate demand, owns the planning and tracking of Change & Transformation Resources, works in partnership with the IT Function to ensure appropriate forward planning across key capability areas and 3rd parties
  • Vendor Finance -€
    • Provides data and administrative services to the GPO function for the creation and management of the strategic portfolio and 3year plan
    • Owns and facilitates Programme Governance Gateways to ensure appropriate control and oversight
    • Provides leadership support, oversight and resource management in the definition and maturing of the Project Management and Business Analyst Community

Key Accountabilities:

  • Provides data, reporting and administrative services to the GPO function for the creation and management of the strategic portfolio and 3year plan€
  • Owns and facilitates Programme Governance Gateways to ensure appropriate control and oversight
  • Provides leadership support, oversight and resource management in the definition and maturing of the Project Management and Business Analyst capability and communities
  • Is accountable for the effective management, escalation and reporting of delivery risk across the change portfolio
  • Provides insight and data (regarding Project Management and Business Analysis capabilities and numbers) to inform the workforce strategy owned by the GTCS Strategy & Transformation Office
  • Ensures that all change demand is estimated, planned, resourced, and managed
  • Maintains strong relationships with executive and senior stakeholders throughout the Change function
  • Provides all appropriate management information in respect of the change portfolio to GPO
  • Ensures effective risk and issue management processes and controls are in place at all times and appropriate measures implemented to ensure compliance with relevant Bank Policies
  • Ensures that teams utilise the agreed methodology and processes and provide quality inputs in accordance with agreed timescales
  • Manages release of funding to projects and programmes on successful completion of appropriate stage gates

Essential Qualifications:

  • Degree Qualified

Essential Skills and Experience:

  • Building and managing an integrated change plan across multiple portfolios
  • Defining and executing Quality control and Quality assurance processes
  • Demand portfolio planning and governance
  • Resource planning - the ability to forecast change resource requirements
  • People Management - leadership and management skills, influencing and relationship building
  • Stakeholder Management - Effective management of internal and external stakeholders
  • Risk management - understanding of the delivery risks faced by the Change function and the controls in place to manage & mitigate these risks.
  • Issue Management - understanding of the delivery issues faced by the Change function, and the controls in place to manage these issues.
  • Managing multi-disciplinary teams
  • Leadership excellence, combined with highly tuned interpersonal, influencing and communication skills.
  • Strong analytical and numerical skills
  • Strong financial acumen and commercial awareness.
  • Credibility and confidence working at most senior levels in the organisation; including C-suite executives.
  • Strong collaboration with Change Delivery Directors and project managers
