Purpose of the Role

The Project Management Capability Lead is accountable for the maturing of the Project Management capability within the Bank of Ireland. The capability currently comprises 200 Project Managers and approximately 50 PMOs spanning an average of 150 ~ 200 technical (Waterfall and Agile) and business change projects.

Key Accountabilities

The capability of Project Management is an essential part of the Change Delivery Lifecycle and the role will focus predominately on:

  • Working with the Head of Capability within the PMO to mature the Project Management Capability
  • Identifying the Project Management skills that the Bank needs across the Portfolios
  • Supporting the interviewing of Project Managers and PMOs and help to mature the capabilities of Analysts across the Bank.

In detail this will require the role to:

  • Refine the Project Management & PMO (PM/PMO) role and career path/s
  • Establish and encourage the development of the PM & PMO community (PM/PMO Networks, bi-monthly Comms Calls, Continuous Improvement workshops, SME on best practice project management methodologies (Scrum, PMP, Prince2 etc.)
  • Provide leadership, oversight of and support to the PM/PMO community
  • Have a detailed understanding of PM effort required for change projects and programmes
  • Support the allocation of PM/PMO resources to change projects and programmes in accordance with the agreed project/programme prioritisation
  • Support recruitment - screening CVs, screening calls, interview support for an average of 20 new hires per year (inclusive of approx.. 10% backfill)
  • Support Induction - create tailored training plan for new hires, carry out training plan, ensure resources are adequately on-boarded, meet & greet teams / Change Delivery directors etc.
  • Support Training - developing PM/PMO specific training content. Working with Training and comms lead to ensure coverage. Working with Process and methodology and Clarity Leads to ensure alignment. Establishing effectiveness of training (e.g. pass/fail rates through QC/Data Quality etc.),
  • Define Career progression path for PMs and PMOs - build out career framework with associated competencies for each role level
  • Ensure expedient off-boarding of PM/PMO resources
  • Review and update the RACI between the PM/PMO capability and other associated capabilities/skills (e.g. business analysis, solution architecture)
  • Working with the Head of Capability to mature the PM/PMO methodology, work products and tools
  • Management of the productive utilisation of the PM/PMO community
  • Own the communication plan for the capability
  • Provide quality assurance of PM Deliverables (PID, Brief etc.)
  • Support Project Managers through the Stage Gate process as needed to ensure right-fit approach at project outset

Essential Qualifications

3rd level qualification or equivalent experience

Essential Skills & Experience

The Project Management Capability lead requires:

  • Experience working as a Project Manager - preferably within Banking
  • Experience in Project Management methods, work products and tools - knowing 'what good looks like'
  • Experience in estimation of PM effort required to support projects
  • Effective stakeholder management
  • Knowledge and experience of delivering complex business and technology change projects and programmes
  • Credibility and confidence working at most senior levels in the organisation; including C-suite executives.
  • Leadership excellence, combined with highly tuned interpersonal, influencing and communication skills.
  • Strong analytical skills
  • Motivating and promoting the capabilities of teams of change professionals
