Purpose of the Role

The Delivery PMO Resourcing Operations function is a critical team within GTCS, which is responsible for the effective and efficient management of Resourcing for Group Change (GC) and IT Engineering. The bank seeks applicants with experience in a business operations or HR capacity to fulfil the role of Resource Scheduling Lead within this critical function.

The team liaises across Group Change (with programme and project delivery teams, Change Delivery Directors; Portfolio Engagement Leads, and strategic vendors partners) and IT Engineering to manage supply and demand. In doing so the team ensures requirements for resources, including any specialist skills requirements to meet specific demand, are met while accounting for:

  • Achieving optimal assignment of resources
  • Adherence to the bank's sourcing strategies including utilisation of bank resources first
  • Achieving "right person, right role"
  • Optimising value for money at bank and strategic vendor partner levels.

Key Accountabilities

The DPMO Resourcing Operations function is responsible for supporting:

  • Group Change stakeholders
  • IT Engineering stakeholders
  • Vendor Finance
  • Procurement
  • Strategic Vendor partners

in navigating of all resourcing processes from requesting a resource; to fulfilling such open demand; to progressing with the activities required once a resource is identified to start on a project, including necessary approvals; to correctly offboarding resources when appropriate. The team provides the processes and tools to enable all relevant stakeholders to deliver on their related accountabilities and the team also maintains a suite of operational reports and management KPIs to monitor and manage performance.

The successful candidate will be responsible for:

  • Managing and overseeing the critical set of resourcing processes which help to identify the right resources for roles across GC and IT Engineering (where applicable)
  • Managing and monitoring aggregate level productivity targets across the team and ensuring metric targets with respect to sourcing and fulfilment are met
  • Oversee all open demand across GC, including critical demand
  • Oversee all open supply across GC and proactively communicate availability of people/skills to relevant senior stakeholders and drive to schedule available resources in line with open demand
  • Liaise with the GC Change Delivery senior stakeholders (Change Delivery Directors (CDDs) & Portfolio Engagement Leads) and support the Resourcing Operations team in their engagement with the Change Delivery teams (PMs & PMOS):
    • Partaking in weekly Resourcing meetings with CDDs and Portfolio Engagement Leads
    • Overseeing the management of supply and the availability of resources based on the maintenance of up-to-date assignment / allocation information and a summary roll-off ladder view
    • Overseeing the advertisement of open project assignments, and promoting the availability of resources to encourage sharing of resources across portfolios to ensure and increase utilisation
    • Supporting decisions on priority resource requests and identifying and securing candidates for open roles
  • Act as the escalation point of contact for Resourcing Operations and Supply / Demand issues and drive resolutions of the same
  • Liaise with strategic vendor partners for GC on open demand
  • Liaise with and support IT Engineering senior stakeholders in navigating relevant resourcing processes, in addition to other stakeholder who may utilise the Resourcing Operations function e.g. business stakeholder for business funded initiatives
  • Provide regular operational reports and required management KPIs to the Head of DPMO and relevant senior GC and IT Engineering stakeholders to monitor and manage performance
  • Ensure the provision of regular communication / reiteration of resourcing processes (through BDM guidance, the Resourcing Handbook, presentations on Competency Calls and via Delivery meetings) to ensure they are fully understood and adhered to
  • Ensure the support of GC and IT Engineering in their adherence to resourcing processes including the timely and accurate maintenance of resource alignment and resource allocations data via Clarity and the Onboarding / Assignment SharePoint
  • Lead and inspire the team to deliver successful outcomes
  • Drive ongoing efficiencies through continue process improvement activities to maximize performance and business effectiveness

Desirable Qualifications, Skills & Experience

  • A relevant primary or advanced University degree
  • Professional Qualifications (optional): Service Delivery Management / Human Resource certification
