UK Treasury is a core function responsible for Liquidity Management, Funding Strategy, Collateral Management, Recovery Plan, Cash & Market Risk and management of the Firm`s Balance sheet.

Purpose of the Role

This is a key role for UK Treasury, with significant internal and external stakeholder engagement at BOIUK and Group senior management and Executive level and with external stakeholders including Rating Agencies, Bank of England and Investment Banks. The role holder is responsible for the following areas, reporting to the Head of Funding and Collateral in BOIUK Treasury:

  • Collateral Management (including oversight of SPV`s)
  • Bank of England Sterling Monetary Framework Membership
  • Rating Agency Management
  • Funding Strategy
  • Recovery Planning

Key Responsibilities

  • Working closely with the Head of Funding & Collateral, BOIG Head of Group Collateral and Securitisation and also with BOIG Legal Services to ensure efficient and robust management and governance of Retail Securitisation programmes and central bank loan pools
  • Management and optimisation of BOIUK collateral and execution of new securitisations and central bank eligible loan pools.
  • Represent UK Treasury at the Group Securitisation Committee meetings.
  • Support the delivery, execution and management of any secured wholesale funding transactions as required.
  • Overall responsibility and point of contact for the Firm`s access to Bank of England Sterling Monetary Framework (SMF) facilities, including execution and maintenance of transactions.
  • Responsible for maintaining Bank of England eligibility for BOIUK collateral via delivery of existing and future eligibility requirements.
  • Responsible for the management of the Firm`s annual rating agency process
  • Assist with production of the Firm`s annual Funding Plan
  • Support Head of Funding & Collateral develop an effective Recovery Plan
  • Responsible for developing effective Recovery Plan early warnings signals and recovery indicators,
  • Work closely with BOIUK Prudential Risk team, who manage the recovery plan stress testing process to develop credible stress scenarios.

Essential Skills & Experience

  • Previous experience of collateral management
  • Able to demonstrate the ability to build strong working relationships both internally and externally
  • Able to lead large complex projects
  • Strong communication skills with the ability to liaise at senior level
  • Ability to liaise with senior stakeholders
